King County Library System (KCLS) is seeking an approachable and driven Senior Leave and Pay Administrator to provide exceptional customer service and diverse expertise in our Human Resources Department.

The Senior Leave & Pay Administrator provides peer-level leadership in the development and delivery of employee leave of absence policies and procedures. This position is part of a collaborative team responsible for providing seamless, accurate, and efficient in-house payroll operations and reconciliations. They perform leave administration and payroll work under the supervision of the HR Leave & Pay Manager, who reviews work in progress or upon completion for accuracy and quality and serves as a resource expert. 

The Senior Leave & Pay Administrator will manage multiple and competing priorities and play an important role in the synchronization and effectiveness of the Leave & Pay team’s workflow processes.

Essential Duties/Major Responsibilities:

Any of the following duties may be performed. These examples are not necessarily performed by all incumbents, however, and do not include all specific tasks an incumbent may be expected to perform.
 

  1. Provides subject matter leadership to HR Generalists and other staff in specialty areas of leave and pay, in collaboration with HR Manager. 
  2. Writes and maintains internal Standard Operating Procedures (SOPs) and creates guides and job aides related to end-to-end internal leave administration and payroll processing.
  3. Builds high level, proficient reports and submits required information to government entities. Monitors ongoing compliance requirements.
  4. Resolves complex issues through troubleshooting and root cause analysis. Applies findings to identify, design, and implement preventative measures.
  5. Researches, calculates and communicates payment discrepancies associated with leaves of absence and compiles reports for documentation and recovery of over/under-paid funds.
  6. Administers leave of absence policies including, but not limited to, eligibility, designation, tracking, time and accrual instruction, and return to work, while maintaining employee confidentiality.
  7. Oversees Worker’s Compensation claims including, but not limited to, creation of light duty job descriptions, Stay at Work reimbursement application, and Time Loss and Loss of Earning Power payment coordination through claim resolution and closure.
  8. Assists with interactive conversations for medical workplace accommodations.
  9. Contributes to the creation and implementation of time & attendance, leave, and accrual policies. Participates in strategic planning and evaluation and communicates effectiveness of leave & pay programs.

Secondary Duties:

  1. Serves on various employee committees.
  2. Assists with special programs, projects, and cross training.
  3. Provides backup for related positions.
  4. Other related duties as assigned.


Requirements

Education and Experience:
 
A typical way of obtaining the knowledge, abilities and skills for this position is:

  • Graduation from a four-year college or university with a major in Human Resources, Accounting with an emphasis on Payroll, or closely related field.
  • Four years of general Human Resources experience, including one year directly related to the assigned area. 
  • Four years of experience in full-cycle payroll processing with understanding of payroll taxes.
  • Experience using HCM/HRIS systems in relation to leave administration and/or payroll.
  • Proficiency in Microsoft Excel.
  • Any combination of relevant education, training, or experience that provides the knowledge, skills and abilities to perform the duties and responsibilities of the classification.
  • Project and/or program management experience desired.
  • Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) desired.
  • Experience in public sector or government environment preferred.
