Description
Responsible for managing a NAF Personnel Program which may include as a minimum two full scope technical functions such as staffing; position classification (pay band, crafts and trades) and pay administration; labor relations; employee relations (performance evaluations and discipline); administration of various employee benefit programs; employee development and training; HRIS and etc.; plus the full range of related clerical and administrative tasks in administering personnel records and reports.
Serves as a strategic advisor to senior directors, directors and managers, facilitating the development and implementation of comprehensive human resources programs, intricate employee relations strategies, and operational policies. Provides expertise, guidance, and support on diverse personnel matters to management, supervisors, and employees, applying extensive knowledge of personnel theories, principles, methodologies, and best practices.
Typically services a NAF staff of over 1400 employees. Technical personnel functions performed involve the full breadth of tasks associated with the function.
Supervises the Command’s Human Resources Generalists; Provides coaching and mentoring ensuring all appropriate deadlines are met and all policies and procedures are followed (e.g. processing of personnel actions, including new hires, transfers, promotions, termination, and completion of unemployment claims). Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs.
Directly supervises employees.
Performs other related duties.
Requirements
Minimum:
Five (5) years of HR experience. An Associate’s Degree in the HR or a related field may be substituted for 2 years of experience.
Three (3) years of supervisory/leadership experience.
Experience using ADP HRIS or other related HR Management Platforms.
This is a white-collar position where occasional lifting of up to 20lbs may be required.
Preferred (in addition to the minimum):
Prior NAF HR experience
PHR, SPHR, SHRM-CP, or SHRM-SCP certification
Advanced experience with ADP Workforce Now
An additional two (2) years of relevant experience, combined with the required (5) years, for a total of seven (7) years’ experience. A Bachelors Degree in Human Resources Management (or related field) can be substituted for three (3) years of experience.
